KEY DATES 2002 – 2005

  • May 27, 2002 High Representative proposes 10-point plan to fight corruption and create jobs under the “First Justice. Then Jobs. Through Reform” banner.
  • August 7, 2002 High Representative establishes the BiH Prosecutor’s Office and establishes Special Panels in the State Court of BiH to deal specifically with the most serious cases of organised crime, economic crime and corruption.
  • November 12, 2002 High Representative launches a committee to “Bulldoze” job-destroying legislation.  50 reforms handed to BiH authorities by February 2003.
  • January 27, 2003 Court of BiH opens
  • March 7, 2003 High Representative acts to undermine the networks that support war criminal’s support networks. This includes freezing of assets in BIH. The US and EU subsequently introduce their own special Presidential orders and visa bans.
  • May 29, 2003 High Representative established BiH Intelligence Reform Commission. BiH Intelligence Agency law is passed by Parliament and Director is appointed on 20 May by the BiH Council of Ministers
  • July 7, 2003 High Representative signs administrative Decisions freezing all the bank accounts in BiH of 14 people who are helping indicted war criminals evade arrest.
  • October 30, 2003 Donors Raise 15.7 Million Euros for establishing the War Crimes Chamber of the BiH Court
  • November 19, 2003 European Commission agrees a Feasibility Study for BiH, setting the country on the path to integration into the European Union. 
  • December 3, 2003 Defence Reform Laws approved in Entity and State Parliaments
  • December 4, 2003 NATO’s Foreign Ministers assess that BiH has made significant progress on defence reform and will be considered for membership of the PfP programme at the NATO summit in Istanbul in June 2004.
  • December 29, 2003 BiH Parliament adopts ITA reform Laws.
  • December 30, 2003 BiH Institutions Assume Responsibility for Return Process.
  • January 28, 2004Decision Enacting the Statute of the City of Mostar.
  • February 11, 2004 Property Law implementation in BiH nears completion. Local housing authorities have finalized 201,902 of a total of 218,310 property claims
  • February 25, 2004 – High Representative issued a Decision imposing moratorium on changing the names of streets, squares, bridges and all such public places in Mostar.
  • March 14 2004 Statute of the City of Mostar entered into force
  • March 23, 2004 BiH Parliament adopts Law on the Intelligence and Security Agency
  • April 16, 2004 High Representative announces measures to support the work of the RS Srebrenica Commission which had received no support from the RS authorities in meeting the requirements of the Human Rights Chamber’s decision
  • May 4, 2004 BiH Parliament passes five laws strengthening the law enforcement capacity of the State Investigation and Protection Agency.
  • 21 May 2004 BiH Parliament Adopts Law on single BiH HJPC.
  • 5 July 2004 High Representative establishes Police Restructuring Commission
  • 08 June 2004Decision appointing a Provisional Administrator for the “Privredna Banka a.d. Srpsko Sarajevo
  • 29 June 2004 BiH Parliament adopts Framework Law on Auditing and Accounting
  • 30 June, 1 July High Representative removes 59 officials for obstructing cooperation with the ICTY
  • 29 July 2004 BiH Parliament adopts Law on Registration of Businesses
  • 27 September 2004 BiH Parliament adopts Law on Public Procurement
  • 8 November 2004 HR revokes the Banking License of the “Privredna Banka a.d. Srpsko Sarajevo” and institutes bankruptcy proceedings against the bank
  • 15 October 2004 RS Srebrenica Commission presents its final report. RS Government subsequently adopts the report that provides details of the planned and deliberate liquidation of thousands of Bosniaks by RS forces.
  • 23 November 2004 / 19 October 2004 Federation and RS Parliaments respectively adopt Law on Investment of Public Funds
  • 26 November 2004 HR repeals the Law on Pardon of Bosnia and Herzegovina
  • 16 December 2004 HR announces series of measures designed to address systemic weaknesses in BiH security structures regarding ICTY cooperation
  • 1 January 2005 Single Account becomes operational – all customs tariffs, excise tax and sales tax on excisable goods go into single account
  • 15 January RS government transfers the first ICTY indictee to The Hague
  • 25 January 2005 / 27 July 2004 Federation and RS Parliaments respectively adopt Law on Public Companies
  • 01 February 2005 Bringing an end the International Community supervisory regimes in Zepce and Gornji Vakuf-Uskoplje municipalities.
