The United Nations International Police Task Force, working with the Federation Minister of Internal Affairs and his Deputy, has developed a plan for implementation of the Police in the Federation, responsive to the requirements of the Constitution of the Federation of Bosnia and Herzegovina. This plan was adopted at the Conference in Bonn-Petersberg on 25 April 1996.

To provide the framework within which the new Federation Police must operate, the Federation Ministry of Internal Affairs merging the forces and resources of the Ministry of Internal Affairs of Bosnia and Herzegovina and the Ministry of Internal Affairs operating in the area under the control of the HVO must be established.

The law on Internal Affairs and all legal and normative preconditions are provided for the internal establishment of the Federation Ministry; the Regulation on the Protection of persons and facilities and the Regulation on antiterrorist unit are established, among others.

We hereby issue the instruction to the Federation Minister of Internal Affairs and his Deputy to immediately merge the forces and resources of the existing two separate ministries into a single Federation Ministry of Internal Affairs, with Bosniak and Croat members sharing appropriately in Ministry positions. This merger is to be accomplished with the greatest urgency, and no later than December 1, 1996. We request a joint report on fulfillment of this instruction by the following day.
