Oct 2000 – July 2001, Senior Fellowship at USIP. Project work on Law and Order in failed and emerging states, focusing on Democratic Policing. Producing book manuscript, working title for the book is “Policekeeping”. Public Speaking as specialist on behalf of USIP. Guest lecturing, presenting on Balkans, East Timor, Law and Order, Disarmament Demobilization and Reintegration to US and International audiences.

Feb 2000 – August 2000 – UNTAET District Administrator Oecussi District East Timor. Administrators were the SRSG’s direct representative and their region and were responsible for coordinating all UN activity in their area.
