The High Representative Paddy Ashdown today announced the start of a process designed to address the systemic weaknesses in BiH’s law enforcement and security institutions. The measure includes removals of officials, blocking of individual bank accounts, acceleration of Defence Reform, creation of a single system of policing, and amendments to legislation. The EU Special Representative and High Representative, Paddy Ashdown, concluded his two day visit to London and Brussels on Tuesday night with a meeting with Dr. Javier Solana, the EU's High Representative for Common Foreign and Security Policy. Paddy Ashdown and Javier Solana in Brussels discussed BiH's progress within the EU's Stabilization and Association Process and reviewed the state of preparations for the handover from SFOR to EUFOR Operation Althea at the end of the year. Both agreed that BiH's full cooperation with the ICTY remains an indispensable condition for progress.

The High Representative, Paddy Ashdown, today met with Dusan Makavejev. On this occasion the High Representative paid tribute to Makavejev's contribution to film in the region, an art and industry that has been growing in Bosnia and Herzegovina with each passing year. Today Sarajevo hosts the region's principal film festival and BiH can boast some of the regions foremost moviemakers. "BiH film is powerful precisely because this country is a melting pot of culture, experience, bravery and humour" said the High Representative. Makavejev's films are being paid special Tribute at this year's Sarajevo Film Festival, which is showing a series of Makavejev's films.

Efforts by the municipality to address this have been frustrated by the complicated and counterproductive overlapping of responsibilities, involving the municipality, the city and the canton.
