OHR has not received this
letter but the following facts are
clear: the Directorate
was set up by unanimous CoM Decision in line with the October
2005 Political
Agreement. The Agreement clearly states that
the executive authorities and parliaments at state and entity level
will have an opportunity to review and adopt the proposal coming out
of the Directorate after September. In the meantime,
this is a BiH process designed find technical solutions
for Police Reform - a requirement for the SAA to be signed. BiH
leaders can choose to further undermine this process but will need to
explain to the electorate why, instead of
moving BiH to the front of the queue for EC integration when the had the chance, they chose to put up
new barriers to that process
instead.
