Bosnia and Herzegovina has undergone a comprehensive effort to establish a clear legal framework and the institutional structure needed to restore the rule of law. The Public Security Sector Reform Unit will maintain specific focus on the reform of the public security sector and ensure that existing law enforcement capacity building initiatives are fully implemented and can be sustained without intervention by the International Community.
The Unit will be primarily responsible for providing advice and information on the on-going police reform initiative. Particular attention will be given to the political negotiations needed to start implementation of the reform and the introduction of legislation harmonizing the organizational structure and working relations of police officials in the entire country.
Also, the Unit is the primary point-of-contact for institution and capacity building issues concerning the Ministry of Security, the State Investigation and Protection Agency (SIPA), the State Border Service (SBS), and entity and cantonal Ministries of the Interior and police. Furthermore, it is directly engaged in helping build the capacity of the newly established Service for Foreigners Affairs (Immigration Service), as well as a state-level civil protection mechanism under the auspices of the Ministry of Security.
Additionally, the Unit serves as the OHR point-of-contact for visa facilitation and liberalization issues and other related projects, including biometric passports, travel visas, and personal identity and vehicle registration systems. Also, it will continue to work with the BiH Ministry for Human Rights as Refugees and the United Nations in seeking a solution to the problem of decertified police officers.
