The Office of the High Representative, the OSCE Mission to BiH and UNHCR together with UNMIBH and CRPC launched the "POSTOVANJE / RESPECT" campaign on 11 May 2000, to promote the implementation of property legislation in Bosnia and Herzegovina.
Far-reaching amendments, to the legislation allowing refugees and DPs to reclaim property they had owned or had occupancy rights to before the war, were imposed by the High Representative in October 1999. The purpose of the "POSTOVANJE / RESPECT" campaign was not only to explain how these amendments affected people involved in the repossession process but to convince them, despite years of legal and political obstruction, that the right to property could be realised and respected under BiH law.
The broader message of the campaign was that RESPECT is essential in the property implementation process in BiH: respect for the right to property and respect for the right to return were the basis for amendments to the property legislation in BiH; that the authorities in BiH, as well as those who seek to repossess their property and those who have to vacate other people's property must respect the law; and finally that respect for human rights and the rule of law are fundamental principles in any democracy.
The "POSTOVANJE / RESPECT" campaign was conceived and developed by OHR and the OSCE with assistance from UNHCR using experience of real situations in the field. Opening with a poster and billboard campaign to introduce the idea of respect, the campaign used television and radio spots as well as leaflets to provide practical information and advice on the options and rights of current occupants and claimants in the repossession process.
