For refugees and DPs to feel safe when they return to their pre-war homes in BiH they need to know that the local police force will protect and enforce their rights as citizens. If returnees are in the ethnic minority it's also important that the police force is representative of them and includes police officers from their community. In September 1998, the Reconstruction and Return Task Force endorsed the "Strategy for Minority Police Recruitment" of the UN Mission in Bosnia and Herzegovina (UNMIBH). UNMIBH is working with the Federation of BiH and Republika Srpska Ministries of Interior on the targeted recruitment and training of minority police officers and RRTF has assisted by developing and funding a public information campaign to recruit new and former officers and producing a TV documentary series to give the public an insight into this recruitment and training process.
