The Unit provides political analysis and advice to the High Representative on public security, law enforcement, and other rule of law issues related to the functioning of Dayton institutions.

Specifically the Unit monitors for institutional rollback and other developments that could adversely affect the political climate; provides in-house staff work on ad hoc rule of law issues requiring the attention of the High Representative; performs in-house analysis and processes information on serious security incidents that could raise political tensions or impact negatively on Dayton implementation.

On behalf of the High Representative, the Unit attends meetings, conferences, and seminars, and provides information on relevant rule of law issues requested by PIC embassies and other parties interested in Dayton implementation.

In line with the High Representative's coordination function, the Unit cooperates with other international rule of law agencies active in BiH on domestic and international initiatives and projects.
