On 27 March 2002, we, the undersigned political leaders, reached
agreement on the following plan to implement the four partial decisions of the
Constitutional Court of BiH of the year 2000 in case number 5/98. The full
content of this agreement is attached.
We, the undersigned note our specific reservations to:
- Article 4, final paragraph and Art. 5 (b) as to the mechanism that
2/3rd of one of the caucuses of the constituent peoples may claim
that an issue is treated as of vital national interest. This mechanism should
be based in the RSNA.
- Part III: Composition of the Government as to the transitional provisions
whereas the general formula for the composition of the government is accepted.
We accept the rest of the agreement as the basis to draft proposals for
amendments to the RS constitution.
