	In the exercise of the powers vested in me by Article V of Annex 10 (Agreement on Civilian Implementation of the Peace Settlement) to the General Framework Agreement for Peace in Bosnia and Herzegovina, according to which the High Representative is the final authority in theatre regarding interpretation of the said Agreement on the Civilian Implementation of the Peace Settlement; and considering in particular Art. II.1.(d) of the last said Agreement, according to the terms of which the High Representative shall "Facilitate, as the High Representative judges necessary, the resolution of any difficulties arising in connection with civilian implementation"; Recalling paragraph XI.2 of the Conclusions of the Peace Implementation Conference held in Bonn on 9 and 10 December 1997, in which the Peace Implementation Council welcomed the High Representative’s intention to use his final authority in theatre, regarding interpretation of the Agreement on the Civilian Implementation of the Peace Settlement, in order to facilitate the resolution of any difficulties as aforesaid "by making binding decisions, as he judges necessary" on certain issues including (under sub-paragraph (c) thereof) "measures to ensure implementation of the Peace Agreement throughout Bosnia and Herzegovina and its Entities"; Bearing in mind Article 11 of my Decision on Integrating the Municipality of Zepce of 6 October 2000 (FBiH O.G. 44/00), and the Report and recommendations of the International Review Panel assessment meeting held on 24-25 May 2001; Considering the aforesaid International Review Panel recommendations as fulfilled. Bearing in mind the totality of the matters aforesaid, I hereby issue the following: FINAL DECISION ON INTEGRATING THE MUNICIPALITY OF ZEPCE As I announced in Zepce on 17 September 2001, I hereby declare the Decision on Integrating the Municipality of Zepce of 6 October 2000 (FBiH O.G. 44/00), as final and binding. The Zepce Municipality borders shall be as declared in the said Decision of 6 October 2000. My aforesaid Decision of 6 October 2000 on Integrating the Municipality of Zepce is hereby amended so as to delete the requirement for ratification of a final Decision by legislation to be passed by the Federation Parliament. The Law which is hereinafter set out as Annex 1 to this Decision shall enter into force as provided for in Article 5 of the said Law. This Decision is itself final without need of any further ratification and shall have immediate effect and be published without delay in the Official Gazette of the Federation of Bosnia and Herzegovina.
