The Brcko District Government has taken over all housing and return issues in the territory of the District, following a Memorandum of Understanding (MoU) agreed to during the Inter-Entity meeting on Brcko that took place on Tuesday, 19 September 2000.
The MoU was signed by the Minister of Social Affairs, Displaced Persons and Refugees of the Federation of Bosnia and Herzegovina, Mr. Sulejman Garib; the Republika Srpska Assistant Minister for Refugees and Displaced Persons, Mr. Dragan Vuleta; the Head of the Department of Urbanism, Real State Affairs and Economic Development, Mr. Ismet Dedeic; and the OHR(N) returns officer, Mr. Bill Thomas.
Under the agreement, the Division of Housing and Refugees, within the Department of Urbanism of the Brcko District, will perform the functions previously exercised by the Department of the RS Ministry of Refugees (OMI) in Brcko; the Municipal Return Offices (MROs) of Brka and Ravne-Brcko and the Multi-Ethnic Housing Commission (MEHC). Accordingly, the OMI, the MROs and the MEHC in the Brcko District cease to exist.
Provisional arrangements have been made to ensure that the process of implementation of the Property Laws does not stop during the transitional period.
