Decision banning Barisa Letica from holding any public office in Canton 10

Mr. Ivan Ivic
President of Canton 10
Bosnia and Herzegovina

Dear Mr. Ivic,

I have been informed that the HDZ in Canton 10 has proposed to appoint Mr. Barisa Letica Deputy Prime Minister of Canton 10.

You are certainly aware that the Special Representative of the Secretary-General of the United Nations Mission in Bosnia and Herzegovina ordered the dismissal of Mr. Letica, following the well known events in Drvar last April. By my letter of April 17, 1998, I endorsed this decision under the authority vested upon me under the Bonn PIC Declaration. In addition, I refer to the letter by the Commissioner of the International Police Task Force of October 22, 1998, demanding Mr. Letica to cease performing the functions of an acting minister with immediate effect.

Mr. Letica has a proven record as an obstructionist of the implementation of the Dayton Peace Agreement. Therefore, and pursuant to the decisions mentioned above, he is not entitled to hold public office of any kind. I herewith instruct you to prevent Mr. Letica from assuming or performing any government function in Canton 10.

I will send copies of this letter to the member of the Presidency of Bosnia and Herzegovina, Mr. Ante Jelavic, the President of the Federation of Bosnia and Herzegovina, Mr. Ivo Andric-Luzanski, the Vice-President of the Federation of Bosnia and Herzegovina, Mr. Ejup Ganic, the President of the Cantonal Assembly of Canton 10, Mr. Omazic, and the Heads of Party Clubs in the Cantonal Assembly of Canton 10.

Sincerely,

Carlos Westendorp
High Representative
