National Judicial Reform Officer – Independent Judicial Commission

PURPOSE AND SCOPE OF THE POSITION

The High Representative has established the Independent Judicial Commission (IJC) that is the lead implementation agency for judicial reform programs in Bosnia and Herzegovina. The IJC oversees and facilitates international assistance to judicial reform initiatives, assists in the identification and design of specific programs, monitors the status of the judicial system and supports domestic training organizations. The aim of this body is to accelerate the process of creating a truly independent, efficient judiciary.

The Independent Judicial Commission is providing opportunities for professional Bosnia and Herzegovina experts to work in a policy and development focused environment alongside international experts. Initially the IJC seeks to select candidates for the national posts listed below.

 

DUTIES AND RESPONSIBILITIES

  • Assist in monitoring and assessing the performance of judicial and legal systems and structures; assist in monitoring and assessing the day-to-day activities of the judicial and prosecutorial commissions/councils in the Federation and in the Republika Srpska;

  • Receive and review input on potential topics for thematic analysis and reporting; maintain close observation of all activities of the domestic judicial and legal systems;

  • Act as liaison to local officials and members of the international community to ensure understanding and compliance with IJC initiatives;

  • Draft reports, recommendations and other materials.

 

PROFESSIONAL QUALIFICATIONS / REQUIREMENTS

  • Law degree

  • Minimum 5 years professional experience, preferably in practical legal setting

  • Experience with European and International systems and norms preferred

  • Proficiency in written and oral English language skills essential

  • Computer literacy essential

  • Drafting ability

  • Mature judgment

  • Ability to operate both within framework of a team and independently
