OHR Tender: Request for Proposals (RFP) – Bathymetric Survey

Deadline for Submission: Friday 14 December 2001

OHR wishes to invite competent companies and agencies (referred to herein as Applicants) to submit proposals to conduct a Bathymetric Survey of the River Sava from 207rkm to 165rkm.

Background:

This survey will be conducted with a view to demonstrating what must be done to upgrade the river to Category 4 status, and is the first step in a broader project to rehabilitate commercial river traffic. A further proposal for dredging may be considered once the results of this investigative survey are known.

Scope of Work and Deliverables:

A. Comprehensive Proposal of an operational plan to conduct a Bathymetric Survey of the Sava River from 207 rkm to 165 rkm, including the following components:

A.1. Technical Report

A.2. Situational Plan of the river, 207 – 165 km, to a scale judged to be suitable by the Applicant

A.3. Line sketch of cross sections at every 50 metres of riverbed to be dredged

A.4. Full survey map, to a scale judged to be suitable by the Applicant

A.5. Linear profile, to a scale judged to be suitable by the Applicant

A.6. Estimate of volume of the river in cubic metres

A.7. Projection of ratio of the surface area before and after dredging

Please note that the eventual contract will state that cross section profiles should be provided in disk form only.

All Applicants are obliged to submit a breakdown of their proposed work plan and methodology, including timelines, in order to demonstrate how the Applicant would approach each of the survey requirements listed in A (points A.1. to A.7.).

B. Registration Papers:

    All Applicants are obliged to submit registration papers, demonstrating that the Applicant group is fully registered as a legal entity in its country of origin and that the Applicant is legally authorized to conduct bathymetric surveys.

C. List of References:

    All Applicants are obliged to submit a list of references for similar survey work done in the past, as well as a full description of past projects performed by the Applicant.

D. Equipment and Systems Used in the Bathymetric Survey:

All Applicants must provide a description of the equipment to be used in the survey, covering the following information:

  • The make / model of equipment
  • The age of the equipment and;
  • The capacity of the equipment

All Applicants are required to state the accuracy of the equipment / system to the closest % of margin error.

E. Budget Breakdown and Financial Proposal:

The proposed price for conducting the survey should be shown in EUROS.

All Applicants are requested to submit a full breakdown of the financial proposal demonstrating that all cost elements have been accommodated including pre and post survey work, salaries, preparation time, delivery of machinery to site, calibration of equipment, running costs, travel, etc.

Terms of payment should be stated including any discounts applicable for prompt payment. Note that OHR does not offer advance payments and standard terms are payment by bank transfer within 30 days of receipt of original invoice and certified completion of delivery.

Please note that OHR, as an internationally recognised diplomatic entity, is exempt from direct taxes and duties of any kind, and all prices and costs stated should be free of such taxes and duties.

Applicants are advised to offer to their best possible prices and terms in response to this RFP since purchasing decisions can be made on the merits of initial offers without further discussion or negotiation. All Applicants must note however that this is a request for proposals only and OHR is not obliged to award a contract for all or any part of the work.

Proposal Evaluation

The proposals will be considered in committee comprising officers of OHR with an external representative of a river or maritime institute as necessary. All elements of the technical deliverables A+B+C+D are considered as pre-qualification criteria for proposal evaluation. Any proposal which does not include all four of these elements may be rejected. The Technical proposal will take priority and will be evaluated before proceeding to the Financial proposal.

Proposal Submission

All proposals submitted must be delivered in two separate and sealed packages:

  1. The Technical Proposal (deliverables A + B + C + D)
  2. The Financial Proposal (deliverable E)

NB. All pages within the Technical and Financial Proposals must be initialed by the Director of the Applicant company, and must bear the official stamp of the company.

Completed Proposals must clearly marked “Bathymetric Survey” and be delivered to the following address no later than – Friday 14 December 2001
