I flatly condemn the stoning of two buses yesterday in Brcko as a series of criminal acts intended to terrorize Bosniak visitors to this city. These were not random acts of vandalism. They were planned and organized. I have asked that a full investigation of these related incidents be completed without delay.

When I have the findings of that investigation, I shall take whatever action is called for. The forces of malevolence and intrigue who seek to block the progress toward decent and civilized behaviour in this city gained nothing by their actions yesterday.

The right of freedom of movement, which these visitors sought to uphold, has been hindered for too long in Bosnia-Herzegovina. Freedom of movement is a fundamental human right enjoyed by citizens of all democratic countries. If those charged with the protection of those rights are either not willing or not competent to carry out their duties, they will be held accountable during the period of my supervision.

I have made these views known directly to the office of the Chief of Police in Brcko this morning.
