OHR’s comment on the statement of Reis Ceric 

The way the media transmitted the statement of Reis Ceric in Detroit, the statement deeply affects the BiH Constitution and the Dayton Peace Agreement.  His statement is clearly against the Dayton Peace Agreement.  If his statement was correctly transmitted, the Office of the High Representative demands from Reis Ceric not to launch out into political statements that call for the violation of the Dayton Peace Agreement and cause political instability.  The mandate of the High Representative is to protect the Dayton Peace Agreement.  Bosnia and Herzegovina is the country of all its citizens, which includes Serbs, Croats, Bosniaks and Others.  The Dayton Peace Agreement protects the rights of all peoples and citizens and Reis Ceric does not have the right to ask for it to be changed.  Amendments to the Dayton Peace Agreement are possible only through procedures provided for by the Constitution.  The system of Bosnia and Herzegovina can never be arranged to the detriment of anyone.
