The purpose of the position is to advise the Head of the Security Sector Advisory Unit (SSAU) on political developments and other factors relevant to public security sector reform and provide timely and accurate information, advice and recommendations. The scope of the position entails extensive responsibilities in meeting tight deadlines and producing high quality work. It requires a broad range of skills including a substantive knowledge of the political and security situation in BiH, effective negotiation, and complex analysis.


  • Assist in the management of key OHR political objectives in relation to the implementation of the public security sector reform;
  • Assess and advise on the current political environment, monitor new developments and formulate recommendations for achieving project aims, and devise timely and appropriate measures in case of problems;
  • Form senior linkages and build networks with the BiH Ministry of Security, SIPA, Border Police, entity and Cantonal Ministries of Interior, and other local government counterparts, with a focus on achieving established objectives in the field of public security;
  • Establish and sustain effective working relations with the European Union Delegation, and US Department of Justice – ICITAP and other international and bilateral organizations;
  • Prepare written correspondence and reports for principal-level review; give verbal updates and presentations to the Head of the SSAU and the HR/PDHR;
  • Prepare assessments and recommendations on security sector legislation at state and entity levels in BiH;
  • Liaise with the representatives of the MoS and represent OHR at meetings relevant to the sector of rescue and protection and implementation of relevant legislation;
  • Review and analyze print and electronic media reports on police restructuring and public security and advise on possible consequences or developments important to OHR objectives, and carry out other types of relevant research, as needed;
  • Any other duties as assigned by the Head of SSAU.


  • University Degree requested; Master Degree preferred;
  • Previous work experience with international organizations with strong background in police matters preferred;
  • Detailed familiarity with the political climate in BiH and the region;
  • Superior communication skills;
  • Superior administrative and organizational skills;
  • Excellent written and spoken English skills;
  • Excellent computer skills;
  • Ability to work in a team setting with people from various cultural backgrounds.
